Here are your wEEkly updates: News and Opportunities California Clean Energy Jobs Act Citizens Oversight Board Meeting The California Clean Energy Jobs Act (Prop 39) Citizens Oversight Board Meeting will be holding a board meeting on February 9, 2017. Community Choice Aggregation En Banc Hearing The California Public Utilities Commission (CPUC) will hold a Community Choice Aggregation (CCA) En Banc hearing on February 1, 2017. A Water Sector Energy Hog  Water use accounts for about 20 percent of California’s electricity use and 30 percent of natural gas used by businesses and homes according to Alvar Escriva-Bou at the the Public Policy Institute of California. Art Rosenfeld, California’s Godfather of Energy Efficiency, 90 Art Rosenfeld, known as California’s “godfather” of energy efficiency and who has been credited with being personally responsible for billions of dollars in energy savings, died Friday at his home in Berkeley, California. Energy Commission Adopts RPS Results for POUs, Energy Demand Forecast Through 2027 The California Energy Commission looked back during today’s business meeting to see how publicly owned utilities (POUs) did in meeting California’s renewable energy requirements from 2011-2013 and looked ahead to predict how much energy the state will need through 2027. Weatherization Guide for Local Governments The Statewide Energy Efficiency Collaborative (SEEC) released a new fact sheet on weatherization targeted for California local governments. 2017 SEEC Participant Survey SEEC is requesting input from local government staff to get a better understanding of local government needs and interests to inform activities undertaken by SEEC and to help shape the 2017 SEEC Forum. 1. Request for Resources: Achieving Energy Efficiency through Behavior Change
   CivicSpark fellows are looking for resources, case studies, activities, and ideas for achieving energy efficiency through behaviour change at municipalities, businesses, and by residents. If you have any resources, ideas, or examples, please send them to statewideenergycoordinator@lgc.org.
   
2. 1/22 Workshop: What's Next for the RENs?
   The purpose of this workshop will be to discuss and compare the two recent EM&V study reports completed on the Regional Energy Network (REN) pilots and to consider how the studies should inform appropriate next steps for the RENs. Senior staff from study consultant firms Itron and Opinion Dynamics with contributing firm Apex will comprise a panel of experts to inform the discussion and field Q&A. Energy Division's EM&V advisor Katherine Johnson will also be present on the panel. More information on the Energy Calendar.
   
3. The Funding Wizard on CoolCalifornia.org is back online!
   The Funding Wizard is a searchable database of grants, rebates and incentives to help you pay for sustainable projects, all in one place! The Funding Wizard combs the Internet for funding opportunities in categories such as energy, air quality and climate change, transportation, urban development, waste management, water, and more.
   
4. RFP: Santa Barbara County CCA Feasibility Study
   Santa Barbara County is inviting proposals for professional consulting services to develop a technical feasibility study on Community Choice Aggregation (CCA) for the central coast region, including participating in Santa Barbara, Ventura, and San Luis Obispo Counties. The full Request for Proposals (RFP), including submittal instructions are posted online. Proposals must be submitted by 11:59pm on Monday, January 25, 2016.
   
5. NYC Carbon Challenge: Handbook for Universities and Hospitals
   This reference manual highlights some of the best practices for reducing building-based energy use and GHG emissions from the universities and hospitals participating in the NYC Carbon Challenge.
   
6. New "light recycling" incandescent bulbs could outperform energy-efficient LEDs
   MIT researchers are working to change the way in which incandescent bulbs work to give the industry an additional option for energy-efficient lighting. The research centers on the fact that about 95% of the energy used to heat the filament to the point that it emits visible light is wasted - the goal is to capture that energy and enable the bulb to in essence power itself.

Energy Efficiencies In Five Rural Communities In Five Days

Congressman Jim Costa, Fresno County Supervisor Phil Larson, Mendota Mayor Robert Silva, and officials from Pacific Gas and Electric Company (PG&E), the Fresno County Economic Development Corporation (EDC), Richard Heath and Associates (RHA), and the Center for Irrigation Technology’s Advanced Pumping Efficiency Program were on hand to kick off a week long campaign of energy efficiency upgrades to the western Fresno County rural communities of Mendota, Kerman, Firebaugh, San Joaquin, Coalinga and Huron last August. The campaign was dubbed ‘Five Cities, Five Days.” read more...

Sonoma County Community Choice Aggregation

The Sonoma County Board of Supervisors voted to implement Sonoma Clean Power. This program will focus on providing a cleaner power mix for Sonoma County customers. The Board's decision means that this service will be made available to about 100,000 customers in the unincorporated areas of the county. read more...

Trading New Development For Water Savings In Napa

The City of Napa has a medium-sized water system of about 25,000 connections. Its Water Demand Mitigation (Water Offset) requirement for new development has historically been known as the ‘Toilet Retrofit Program,’ because the water savings were achieved by replacing older 3.5+ gallon-per-flush (gpf) toilets with 1.6 gpf ultra-low-flush toilets (ULFTs). Several years ago, that replacement toilet specification changed to EPA WaterSense-labeled 1.28 gpf high-efficiency toilets (HETs). read more...
