PG&E Resilient Communities Grant Program
PG&E is currently requesting grant proposals that will build healthy and resilient forests and watersheds to help communities prevent and prepare for increasing wildfire risk. Eligible projects include research, planning or demonstration projects that support local climate resilience initiatives.

1. Events Galore: To start off strong: registration is now open for the California Adaptation Forum, September 7-8th in Long Beach.

2. ZNE Webinar 6/15: Learn about a recent zero net energy (ZNE) study and how industry leaders are not waiting to take advantage of this $1.3 trillion market in this webinar from Build It Green.

3. Multifamily ZNE Workshop 6/24: Hear zero net energy (ZNE) expertise speak to SF’s Chinatown Community Development Center, and available technical assistance and incentives at this 6/24 workshop on ZNE in multifamily in San Francisco. For more on ZNE click here.

4. Electric and Efficient Vehicle $$ from DOE: Earlier this week the U.S. Dept. of Energy announced $22 million to support research, development, and demonstration of innovative plug-in electric vehicle (PEV) and direct injection propane engine technologies, as well as community-based projects to accelerate the adoption of light, medium, and heavy duty vehicles that operate on fuels such as biodiesel, electricity, E85, hydrogen, natural gas, and propane.

11. $3 million from San Diego’s APCD: The San Diego County Air Pollution Control District is currently accepting applications for the Carl Moyer Memorial Air Quality Standards Attainment Grant Program.

12. Benchmarking best practices: benchmarking building energy use is a great practice for good management and discovery of energy-saving opportunities – and if becoming more and more widespread with AB 802 implementation. 18. Big energy savings from water savings: Saving water saves energy: less water used means less water pumped, less water heated or cooled, and less water treated – but how much? A new study from UC Davis helps us understand just how significant those energy savings are. 

19. Fontana tests operational ZNE: The development of zero net energy (ZNE) homes in Fontana announced this April got press in the New York Times article: A Suburban Experiment Aims for Free Energy. Hear feedback from the Genaus, a family living in one of the homes (and seeing utility bills of $10 on their 2,800 sq.ft. 3-bedroom residence), and check out a great slide show of the homes.

20. Reaching Low-Income CommunitiesNew case studies from the U.S. Environmental Protection Agency share best practices in reaching low-income communities with EE and renewable energy resources.

21. Advanced Energy in Huntington Beach: Congratulations to the City of Huntington Beach for its award of CEC EPIC Program funding for energy efficiency, renewables, zero net energy, and new technologies deployment under the Advanced Energy Communities program. Learn more about the project here.

22. CAP Adopted: Congratulations to Del Mar, whose City Council voted unanimously to adopt its climate action plan (CAP), which aims to cut the city’s greenhouse gas emissions in half in less than 20 years. Learn more about the CAP’s priorities here.

1. EECC Stage 2 Update: Stage 2 Subcommittee meetings of the EE Coordinating Committee are underway, offering stakeholders a great and unprecedented chance to hear and get involved in the funds and offerings of future energy efficiency programs. The Public Sector Subcommittee Meeting will be held this Monday, May 2nd , and can be attended in San Diego, San Francisco, or by WebEx. Workforce Education and Training, Codes and Standards, Emerging Technologies, and Industrial Subcommittee Stage 2 meetings are all being held this week as well. Commercial and residential Stage 2 meetings were held earlier this week. This process is moving very quickly and will wrap up in a few months, and stakeholder feedback is critical – if you have any questions on how to get involved visit caeecc.org or contact me at any time.

2. Millions of $ in Federal Funding: click here to review the U.S. EPA’s local government newsletter, sharing $889M available for local government and tribal energy efficiency and sustainability. ($500M closes today – TIGER applicants, don’t forget to submit!)

3. Post Earth Day Climate Action Updates: Earth Day resulted in the signing of Paris Agreement by more than 150 countries – learn more about national and local government action, and hear from global businesses that are on board with limiting carbon emissions (and how they’ll play a role for the next Conference of Parties meeting this November).

4. On Climate and Business: An article from GreenBiz covers how businesses can (and are motivated to) support local government action on climate change

5. Two EE Baselines Updates: The CPUC released a staff white paper last week, primarily in response to the AB 802’s requirement that energy efficiency programs provide incentives based on metered energy savings. Yesterday, a correction to the white paper was released, resulting in the extension of the deadline for comments.

6. Monday Clarification Call: The CPUC also announced that a conference call for clarifications will be held May 2nd.

7. Successes and Challenges in National Local Government EE: In honor of Earth Day last Friday, the ICMA has shared some key findings from their national 2015 Local Government Sustainability Practices Survey – including the two top motivating factors in local government rollout of sustainability.

8. Lowering the Energy Burden and Achieving EE in Low-Income: There’s been lots of news lately highlighting the opportunity (and the need) for pairing energy efficiency investments with low-income and underserved communities. Read the latest on program best practices from ACEEE and EDF, and see resources offered in California, here. 15. Can’t “See” the Value of Demand Response? For data geeks, or maybe just for those that want a great visual of aggregated energy use load curves (812,000 of them) to visualize the power of demand response, click here.

16. EE RTU Action: Rooftop units (RTUs) can consume a tremendous amount of energy, and are therefore a great place to look for savings – through more efficient compressors, controls, and more. The U.S. Dept. of Energy is recognizing six companies for their retrofits and investments in high-efficiency RTUs and RTU management. Learn how they are achieving savings here.

Statewide LG EE Best Practices: Weekly Update

Here are your wEEkly updates:
1. The State and Local Energy Efficiency Action (SEE) Network has a two-part webinar series coming up Thursday, Feb. 11th and Thursday, Feb. 18th to help us all make the most of energy efficiency financing programs. California's own Deana Carrillo from the California Alternative Energy and Advanced Transportation Financing Authority will be presenting case studies in the second part of the series. If you can't make the webinars, reports of the material are available online.
2. A Business Meeting to Consider Adoption of California's Final 2015 Integrated Energy Policy Report (IEPR) will be held at the CEC on February 10th. Meeting information, other agenda items, and ways to participate are found on the CEC's website here.
3. For those interested in distributed energy resources, registration is open for the California’s DER Future conference in San Francisco March 16th-17th. To review the agenda, click here.
4. The California Energy Commission is holding scoping workshops to explore ways to reduce emissions in off-road vehicle fleets, including natural gas vehicle solutions. The workshops will be held Feb. 19th in Long Beach, Feb. 22nd in Fresno, and can also be attended online.
5. In case you missed it: pilots deploying thousands of electric vehicle (EV) charging stations are in the works in Southern California! SDG&E's Electric Vehicle Grid-Integration pilot project received approval from the CPUC last week. SCE's Charge Ready Program plans were approved earlier in January.
6. Get recognized as an EE leader: Do you know an outstanding energy leader, or want to highlight an outstanding energy or climate action plan or project? 7. The HERO Program has now been adopted by 370 communities in California, within 37 counties, and has funded more than $1 billion in efficiency upgrades since December 2011! Learn more here.

  1. ARB Request for Participation in Public Work Groups
    ARB is developing the Fiscal Year 2016-17 Funding Plan for the Low Carbon Transportation Investments and the Air Quality Investment Program. 18 public work groups will be used to discuss topics such as funding allocations, project and technology types, emission reduction targets, and overall goals for the category.   2. CEC Request for Information Due February 10th
    The purpose of this Request for Information is to determine areas of readiness and planning activities for potential funding. Responses received, as well as staff research and public comments from the Alternative and Renewable Fuel and Vehicle Technology Program Investment Plan Advisory Committee workshops, will guide the development of the next solicitation that will utilize the Regional Alternative Fuel Readiness and Planning funding allocation.
  3. New Podcast: Infinite Earth Radio
    Skeo, in association with LGC, launched a new weekly podcast committed to spreading ideas that lift up and revitalize marginalized neighborhoods and build great 21st century communities. Each week, Infinite Earth Radio features interviews with visionary civic leaders who are transforming the future so that you can hear about the latest sustainability initiatives and tools to bring these ideas to your community.
  4. FHA Reduces Multifamily Housing Insurance Rates to Support Energy Efficiency
    The Federal Housing Administration announced a new plan to reduce multifamily insurance rates in order to encourage capital financing of affordable and energy-efficient apartments. The rate reduction will take effect on April 1, 2016, and will directly impact FHA's Multifamily Housing Programs and properties housing low- and moderate-income families and/or developments installing energy-efficient systems or buildings within federal energy guidelines.
  5. Maintaining EV Charging Stations Uses Relatively Little Energy
    Today, there is roughly one public charger for every 10 EVs. In order to accelerate EV adoption, we need to reduce "range anxiety" by installing more charging stations. The good news is that the cost of EV charging has been found to be so nominal that it's insignificant when looking at commercial buildings' peak grid times.
  6. New SEEC Website
    Today, a new and improved website will be launched for the Statewide Energy Efficiency Collaborative! The new site will continue to be your portal to the myriad of resources produced or collected by SEEC partners with a streamlined interface to keep you better informed of relevant news, events, and new resources.

Recharge stations coming for electric cars

Commercial recharging stations for electric vehicles will materialize, a new study says.

The view may sound like "the check's in the mail" response to many who purchased the first wave of electric only cars.

Boulder, Colo.-based Pike Research projects that by 2017 "more than 1.5 million locations to charge vehicles will be available in the United States, with a total of nearly 7.7 million locations worldwide."

About a third will be home-charging units.

Pike Research President Clint Wheelock and senior analyst John Gartner say electric vehicles are coming. "It is only a question of how many plug-in electric vehicles that tap into the grid for power will be driving alongside their internal combustion engine counterparts," they write.

While the electric and hybrid market remain less than 2 percent of new vehicle sales, numbers are expected to increase steadily. Going-electric.org says the most pessimistic forecasts predict that sales of electric cars, including plug-in hybrids and fuel cell vehicles, will reach 3 percent of all new cars while the most optimistic show the market segment growing to about 15 percent.

Pike says the Asia Pacific region will lead charging-equipment sales. It attributes the prediction to strong government incentives and directives in China, Japan and Korea followed by increasing private sector investment.

Configurations of for-profit stations weren't discussed in the study's free executive summary, but Pike says the business model will evolve and grow as operators create new services. It also says prices for charging systems will drop by more than a third in the next six years.
