technologies, as well as community-based projects to accelerate the adoption of
light, medium, and heavy duty vehicles that operate on fuels such as biodiesel,
electricity, E85, hydrogen, natural gas, and propane.

EECC Stage 2 Update: Stage 2 Subcommittee meetings of the EE Coordinating
Committee are underway, offering stakeholders a great and unprecedented chance
to hear and get involved in the funds and offerings of future energy efficiency
programs. The Public
Sector Subcommittee Meeting will be held this Monday, May 2nd ,
and can be attended in San Diego, San Francisco, or by WebEx. Workforce Education
and Training, Codes and Standards, Emerging Technologies, and Industrial
Subcommittee Stage 2 meetings are all
being held this week as well. Commercial and residential Stage 2
meetings were held earlier this week. This process is moving very quickly and
will wrap up in a few months, and stakeholder feedback is critical – if you

Post Earth Day Climate Action Updates: Earth Day resulted in the signing of
Paris Agreement by more than 150 countries – learn

Two EE Baselines Updates: The CPUC released a staff white paper last week, primarily in response
to the AB 802’s requirement that energy efficiency programs provide incentives
based on metered energy savings. Yesterday, a
correction to the white paper was released, resulting in the extension of
the deadline for comments.
6.
Monday Clarification Call: The CPUC also announced that a conference
call for clarifications will be held May 2nd.
7.
Successes and Challenges in National Local Government EE: In honor of Earth
Day last Friday, the ICMA has shared some key
findings from their national 2015 Local Government Sustainability
Practices Survey – including the two top motivating factors in local government
rollout of sustainability.
8.
Lowering the Energy Burden and Achieving EE in Low-Income: There’s been
lots of news lately highlighting the opportunity (and the need) for pairing
energy efficiency investments with low-income and underserved communities. Read

1. The State and Local Energy Efficiency Action (SEE) Network has a two-part webinar series coming up Thursday, Feb. 11th and Thursday, Feb. 18th to help us all make the most of energy efficiency financing programs. California's own Deana Carrillo from the California Alternative Energy and Advanced Transportation Financing Authority will be presenting case studies in the second part of the series. If you can't make the webinars, reports of the material are available online.
2. A Business Meeting to Consider Adoption of California's Final 2015 Integrated Energy Policy Report (IEPR) will be held at the CEC on February 10th. Meeting information, other agenda items, and ways to participate are found on the CEC's website here.
3. For those interested in distributed energy resources, registration is open for the California’s DER Future conference in San Francisco March 16th-17th. To review the agenda, click here.
4. The California Energy Commission is holding scoping workshops to explore ways to reduce emissions in off-road vehicle fleets, including natural gas vehicle solutions. The workshops will be held Feb. 19th in Long Beach, Feb. 22nd in Fresno, and can also be attended online.
5. In case you missed it: pilots deploying thousands of electric vehicle (EV) charging stations are in the works in Southern California! SDG&E's Electric Vehicle Grid-Integration pilot project received approval from the CPUC last week. SCE's Charge Ready Program plans were approved earlier in January.
6. Get recognized as an EE leader: Do you know an outstanding energy leader, or want to highlight an outstanding energy or climate action plan or project? - ARB Request for Participation in Public Work Groups
ARB is developing the Fiscal Year 2016-17 Funding Plan for the Low Carbon Transportation Investments and the Air Quality Investment Program. 18 public work groups will be used to discuss topics such as funding allocations, project and technology types, emission reduction targets, and overall goals for the category. The purpose of this Request for Information is to determine areas of readiness and planning activities for potential funding. Responses received, as well as staff research and public comments from the Alternative and Renewable Fuel and Vehicle Technology Program Investment Plan Advisory Committee workshops, will guide the development of the next solicitation that will utilize the Regional Alternative Fuel Readiness and Planning funding allocation. - New Podcast: Infinite Earth Radio

The Federal Housing Administration announced a new plan to reduce multifamily insurance rates in order to encourage capital financing of affordable and energy-efficient apartments. The rate reduction will take effect on April 1, 2016, and will directly impact FHA's Multifamily Housing Programs and properties housing low- and moderate-income families and/or developments installing energy-efficient systems or buildings within federal energy guidelines. - Maintaining EV Charging Stations Uses Relatively Little Energy
Today, there is roughly one public charger for every 10 EVs. In order to accelerate EV adoption, we need to reduce "range anxiety" by installing more charging stations. The good news is that the cost of EV charging has been found to be so nominal that it's insignificant when looking at commercial buildings' peak grid times. - New SEEC Website

Recharge stations coming for electric cars
The view may sound like "the check's in the mail" response to many who purchased the first wave of electric only cars.
Boulder, Colo.-based Pike Research projects that by 2017 "more than 1.5 million locations to charge vehicles will be available in the United States, with a total of nearly 7.7 million locations worldwide."
About a third will be home-charging units.
Pike Research President Clint Wheelock and senior analyst John Gartner say electric vehicles are coming. "It is only a question of how many plug-in electric vehicles that tap into the grid for power will be driving alongside their internal combustion engine counterparts," they write.
While the electric and hybrid market remain less than 2 percent of new vehicle sales, numbers are expected to increase steadily. Going-electric.org says the most pessimistic forecasts predict that sales of electric cars, including plug-in hybrids and fuel cell vehicles, will reach 3 percent of all new cars while the most optimistic show the market segment growing to about 15 percent.
The site did predict that sometime during the next decade EV and hybrid sales "will rapidly rise to a near 100 percent." For more on the topic, go to this previous post.
Pike says the Asia Pacific region will lead charging-equipment sales. It attributes the prediction to strong government incentives and directives in China, Japan and Korea followed by increasing private sector investment.
Configurations of for-profit stations weren't discussed in the study's free executive summary, but Pike says the business model will evolve and grow as operators create new services. It also says prices for charging systems will drop by more than a third in the next six years.
