SJV Clean Transportation: January Update


Welcome to the January 2018 San Joaquin Valley Clean Transportation Center Newsletter. With funding from the California Energy Commission, CALSTART opened the Center with the goal to accelerate the use of clean vehicles and fuels and help the region more quickly meet air quality targets.


Register Now for 'EVs Made EZ Workshop' in Stockton Next Tuesday, Jan. 23

California now has more than 350,000 electric vehicles (EVs) on the road as of the end of 2017. With battery prices coming down and charging ranges increasing, EVs increasingly play a key role to help improve our region’s poor air quality – especially since up to 80 percent of ozone pollution is caused by emissions from cars, trucks and other mobile sources.   

Find out about EVs, charging and current incentive funding programs for both vehicles and infrastructure at the "EVs Made EZ Workshop" on Jan. 23 in Stockton. The event will be from 9:30 a.m. to 2 p.m. at the PG&E Stockton Energy Education Center, 3136 Boeing Way. Large and small employers, including hospitals, school districts, public agencies, and eTRIP employers in particular, along with developers and owners of multi-unit dwellings, are encouraged to attend the workshop.

Panels and speakers include:
  • Introduction to Electric Vehicles and Charging Stations: San Joaquin Valley Electric Vehicle Partnership (SJVEVP), which is hosting the workshop
  • Electric Vehicles Panel: HUMMINGBIRDEV, First Priority GreenFleet, GreenPower Bus, Center for Sustainable Energy (CSE)
  • EV Charging Equipment Panel:  EVBox, Tritium, Envision Solar, ChargePoint
  • EV Incentives Panel: PG&E, Southern California Edison, San Joaquin Valley Air Pollution Control District (SJVAPCD), California Capital Access Program (CalCAP)
Vehicles also will be on display. A-Z Bus Sales, CSE, EVBox, First Priority GreenFleet, HUMMINGBIRDEV, PG&E, SJVAPCD and Tritium are sponsors for the event.

The SJVCTC is a member of the SJVEVP, a business-led regional collaborative that promotes the expansion of EVs in California’s San Joaquin Valley. The U.S. Department of Energy’s Clean Cities program provides partial funding for PCA and the SJVEVP.

Sonoma County to Offer EV Webinar Jan. 18 from 1-2 p.m. 

The County of Sonoma General Services Department will host a free webinar on Wednesday, Jan. 18, from 1 to 2 p.m. (PST). "EVs and Building a Charging Station Network  Fleet Best Practices and Lessons Learned" is the topic of the webinar.

Sonoma County began integrating electric vehicles into its fleet and developing an EV infrastructure in 2009 to support the growth of this alternative fuel transportation choice. During the last eight years, the county's EV network has expanded to 227 publicly available charging stations at 15 sites in eight cities and towns. 


In 2015, Sonoma County was ranked as the #1 Government Green Fleet in North America and also received a U.S. EPA Clean Air Excellence Award for Transportation Efficiency Innovations.

San Joaquin Valley Regional Workshop: Overcoming Barriers to Local Adaptation


Tuesday, January 10th, 1:00 - 5:00 PM 
Parc Grove Commons, Fresno, CA


Join us for an interactive, discussion-based workshop to discuss financial and organizational barriers that local governments in the San Joaquin Valley face in implementing community resilience projects, as well as strategies to overcome these barriers.


Participants will have a unique opportunity to share and learn about existing needs and opportunities available in the San Joaquin Valley to better address drought, air quality, water quality, extreme heat, and other related climate change issues. Participants will learn about practical opportunities to fund adaptation and how to move their organizations to higher levels of capacity to advance resiliency work in the region.

We encourage you to attend this workshop if you work in, with, or for local governments on adaptation research, planning, financing, funding, and/or implementation.

The World Passes 400 PPM Threshold. Permanently.
At a time when atmospheric carbon dioxide is usually at its minimum, the monthly value failed to drop below 400 parts per million. That all but ensures that 2016 will be the year that carbon dioxide officially passed the symbolic 400 ppm mark, never to return below it in our lifetimes, according to scientists.

Governor Brown Signs Bill to Strengthen PACE Protections
AB 2693 mandates the loan administrator "accurately identifies important consumer issues with the program and prescribes on-point solutions that preserve PACE's unique structure and benefits, while improving consumer disclosures and safeguards." 

California Golden Again on Energy Efficiency
California and Massachusetts both won the top spot in the 10th edition of the 2016 State Energy Efficiency Scorecard published by the American Council for an Energy-Efficient Economy. Check out California's State Scorecard.

Janea A. Scott, the Lead Commissioner for Transportation of the California Energy Commission, will conduct a workshop to discuss and seek comments from interested parties regarding the inclusion of transportation electrification in integrated resource planning of California's publicly owned electric utilities as required by SB 350.

CPUC Decision 16-06-008 requires the utilities to hold working group meetings with stakeholders and Energy Division to "develop a consensus proposal to streamline and simplify the direct participation nrollment process, including adding more automation, mitigating enrollment fatigue, and resolving any remaining electronic signature issues."

10/12 - 10/14 (Denver) Getting to Zero National Forum
This forum, dedicated to zero net energy (ZNE) buildings, will provide opportunities for attendees to share perspectives on the growth of ZNE, discuss the policies driving new projects, engage in best practices for successful outcomes, and collaborate on opportunities for ZNE to transform the built environment.

    Carl Weinschenk, the Editor of Energy Manager Today, spent a few minutes this week discussing EnergyScorecardsMinnesota, a web-based energy and water benchmarking and tracking initiative, and the broader world of benchmarking with Jonathan Braman, the VP of Strategic Initiatives at Bright Power.
  2. 2015 Haagen-Smit Clean Air Award Nominations due December 1st
    If you know someone in the air quality community - scientists, professors, legislators, activists, business leaders, and others - who has made a significant lifetime achievement, you can nominate them for an award by completing a nomination form. Since 2001, the California Air Resources Board has annually bestowed the distinguished Haagen-Smit Clean Air Awards to extraordinary individuals for their significant career accomplishments.
  3. Job Opportunity: Business Planning Specialist, San Francisco Public Utilities Commission
    The City and County of San Francisco seeks candidates for a Business Planning Specialist in the Power Enterprise, the City's publicly owned electric utility. The position will provide analytical and planning support related to new business opportunities, evaluation of potential infrastructure investments, and development of new energy programs and service offerings. The application and supplemental questionnaire are due Monday 11/23/15.
  4. 11/16 - ARCCA Learning Session: The Ins and Outs of the LA Energy Atlas
    Join ARCCA for a webinar to learn about the LA Energy Atlas - what it took to get it started, how to navigate and best utilize the Atlas, and what the project team is doing next. We're excited to have Krista Kline from the LA Regional Collaborative for Climate Adaptation, Zoe Elizabeth from the CA Center for Sustainable Communities, and Ron Mohr from LA County present on this webinar.
  5. 11/18 - Public Workshop on LGP & REN EM&V Roadmaps
    The Energy Divison will be hosting a call open to the public and in conjunction with its Local Government Stakeholder Advisory Group for the purpose of receiving input on the update to the EM&V Roadmap, REN and LGP chapters.
  6. 12/3 and 12/9 - Webinar on Energy Data for Local Governments (PG&E)
    Learn about energy data available to local governments for greenhouse gas inventories, climate action planning, and energy efficiency activities. By the end of the webinar, participants will have an understanding of the types of data available, how to request data, and the frequency with which PG&E releases new data. Participants will also have the opportunity to ask questions and learn how to provide feedback to PG&E on current and future local government data needs. The training will be offered at two alternate dates and times (click to register): Thursday, December 3rd, 11am-12:15pm and Wednesday, December 9th, 10-11:15am.

Workshop on Solar Workforce Needs


State and workforce officials are sponsoring a public forum to identify labor and training needs in large-scale solar thermal and photovoltaic projects that could start this year.

The forum will be at 12:30 p.m. Sept. 15 at the California Environmental Protection Agency Building, 1001 I St (corner of I and 10th streets) in Sacramento.

Representatives from several solar technology ventures will present valuable information about recent and upcoming projects, and discuss issues of importance. The Center for Energy Efficiency and Renewable Technologies will be on hand.
Also there will be Kern Community College District
and the California Workforce Investment Board will share their perspectives.
